Paper tubes from kitchen rolls
Glow sticks with connectors (yes, this requires a purchase, you can decide if it's worth it)
Timer
This one is for teams
Inside, but I guess you could wait for it to get dark
Split the group in to teams, activate and tape glow sticks to the sides of the tube, one player will hold this on their head (you know, like a unicorn). The other players will use the rest of the activated glow sticks connected in to rings (necklaces) and try to throw them on to unicorn's horn. Have the unicorns at one end of the room and the rest of the players at the other, turn out the lights and have at it. Most rings on the horn at the end of the time limit wins.
Scoring is, as always, completely arbitrary, you can award only the winning team, score points per ring, or award points on a sliding scale from winner to loser. Decide how you wish based on the number of players.
You can tape the paper tube to a baseball hat to keep it in place or use something else entirely, a plunger would work great, but maybe not a used one.
You can tape glow sticks to the floor to mark lines the players cannot cross.
